When it comes to expanding, you should know two things; knowing exactly when to expand, and how you can ultimately defend that expansion, by successfully defending that expansion, you can create consistent wins for you!

Expanding is Easiest on Which Race?
Well, as you probably already know, the zerg will ultimately have the easiest time to expand simply because they can expand creep pretty quickly and all their units and structures are much cheaper and build faster than their Terran and Protoss counter parts.

Terran are kind of tough because they require a person to stand there and build it, a worker can not be cheap like a zerg, and it can not warp in structures like a Protoss, so Terrans is probably the more difficult. But they are highly mobile and versatile which makes them one of the better races out there to choose.

When Should I Expand?
This is a critical question that many people ask. When you are a zerg you want to do it ASAP, especially so you can macro to the point where you may get some high yield minerals and things of that nature. Zergs have the nice ability to out macro their opponent because they can outnumber and swarm their opponent.

If you are a Protoss or a Terran, you want to make sure that you expand when you can afford it, and you want to make sure that you are not being scouted. When you see an opponent scout, don't expand until you see that scout leave your base, or until you chase it off your base.

When the opponent leaves your base, you want to then set out an expansion, because if you do this too soon, you could be seeing the early attack and early push towards your expansion, this is a bad situation and although you can still recover, it is still a major blow to your plans.

So in the end, you want to make sure you are not being scouted, and you want to make sure you expand to your natural expansion as soon as you can afford it. By following these tips, there's no reason why you can't defeat your opponent consistently in starcraft 2 starting today!
