It's that simple, and it really does not require any special type of economic management or anything. Just set this up strategically in your opponents base and go to work. Sure some people consider it cheese, but it's you that's at a disadvantage if it doesn't work out.
Some Strategy Tips & Placement
There are several places where you can do this, it's usually wise to set up your pylon just outside the opponents vision of site but in range where you can place a photon and start attacking the command center.
You want to do this sneaky and make sure that you have not been spotted, because if the opponent knows the pylon is there, they can just surround it with their workers and destroy it quite quickly actually.
Another strategic place to place this pylon is to put it behind the enemy's mineral line and try to wall it off some how. This will place the photon cannon right in the heart of your opponents economy and even range at the command center.
You will probably see gg, and see your opponent leave because it's pretty much checkmate, there's not much your opponent can do at this point.
